BUILT FOR LOCAL RESPONSE
Local leadership must shape humanitarian response—not sit at its margins

Locally led response is more than transferring activities to local organisations. It means recognising the knowledge, relationships and capabilities that already exist—and ensuring local actors have greater influence over priorities, decisions and action.

HumImpact works to strengthen the conditions for diverse local actors to connect, contribute their distinct strengths and lead more coherent humanitarian response.

Connect the ecosystem Shift decision power
Strengthen local action

Effective response depends on more than individual organisations. It requires connected ecosystems in which community organisations, civil society, public institutions, universities, professional networks, businesses and other local actors can work around shared priorities.

Our role is to strengthen visibility, connection, capability and influence across these ecosystems—without creating parallel structures.

What we are building
  • Local response ecosystem mapping – identifying capabilities, gaps, relationships and opportunities for collaboration.

  • Localisation alliances and coalitions – connecting complementary actors around shared preparedness and response priorities.

  • Frontline leadership and learning – strengthening access to technical knowledge, peer exchange and decision-making spaces.

  • Locally grounded evidence – turning operational experience and local knowledge into insights for policy, investment and practice.

  • Partnership brokerage – connecting local capability with funders, institutions, technical partners and wider humanitarian networks.

What partners gain: Stronger local networks, better visibility of existing capability, locally grounded intelligence, credible partnership opportunities and a practical route to locally led preparedness and response.

From participation to influence

Local actors should not be treated only as implementing partners. Their knowledge and leadership must help shape how humanitarian priorities are understood, how decisions are made and how response evolves.

HumImpact supports a shift towards locally grounded, accountable and sustainable humanitarian action.
